October 9, 2012 in the Russian Union of Industrialists and Entrepreneurs, a meeting of the Committee on technical regulation, standardization and conformity assessment on the issue of forming a single accreditation system of the Russian Federation.
To meet the obligations of Russia to join the WTO accession a national accreditation body in the International Cooperation of Laboratory Accreditation (ILAC) for recognition of foreign conformity assessment results obtained in Russia must create a regulatory framework that meets international standards.
In October 2011, created the Federal Service for accreditation, which transferred the functions of the accreditation of certification bodies, testing laboratories, experts and expert organizations.
Following the discussion, the course of forming the legal framework participants found it necessary to recommend to exclude from the bill combining functions Rosakkreditatsiey surveillance and state control, to complete the bill head defining funding - the order and form of payment of accreditation services, exclude the possibility of accreditation of individual entrepreneurs for failure to provide the minimum necessary conditions to introduce a rule of compulsory liability insurance of accredited persons, to relate normative legal act with the legislation of the Customs Union on mutual recognition of accreditation of certification bodies.
